Increase effectiveness and competitiveness to maximize profitability through the improved performance of enterprises and the public sector.
Socio-economic, agricultural, agro-industrial and rural development issues have over many years occupied a prominent place in the thinking and development efforts of the Middle East and North Africa. It has become evident that these developments are not only the concern of governments but also of non-governmental institutions and the private sector. The trend is strengthened through the accelerated pace of privatization in most developing countries. Field experience shows that institutions in their physical and human set-ups play crucial roles in the economy.
Development is often handicapped by poor institutional capacity and capability; holding back planning and implementation of improvement programs and strategies.

Typical shortcomings that cause stagnation in development include weak public support, lack of political will, centralization of decision making and the absence of clear policies. An isolated and unsustainable industry is the result of unclear objectives, confusion and duplication of duties, lack of cooperation, inefficient management of human, financial and planning resources as well as the absence of evaluation.

On the other hand, sustainability and profit will be achieved with a complete shift of focus and the systematic undertakings in the fields of better management, utilization of land and water resources, food safety, institutional building, human resources, infrastructure, health care, and the abolishment of illiteracy, poverty and environmental issues.
